CRAN resubmission fixes

• Added explicit namespace imports for stats::is.ts() and stats::runif().
• Made the forecast_smo() implementation and documentation agree by adding the level argument and forwarding it to forecast::forecast().
• Documented local.limit, global.limit, and train.prop for fit_smo().
• Reduced example search settings so that examples complete quickly.
• Removed the undefined acronym from DESCRIPTION and revised package metadata for the resubmission.
• Added a package word list for established model and accuracy acronyms used in the documentation.
• Added elapsed runtime to the object returned by fit_smo(), as documented.

These binaries (installable software) and packages are in development.
