Your IP Address is blocked due to abuse. There's absolutely no reason to:

Check the repository every minute. Once or twice a day is enough.
Mirror the repository using the wget/curl/LWP. Use rsync.

The block will expire in one day when:

You don't run apt-get update more than once an hour.
You don't repeatedly download the deb packages more than once an hour.
