ardea: Infrastructure for Interacting with GPUs
Compiling, managing, and dispatching functions to GPUs. Will compile tooling for successfully detected frameworks, currently limited to: 'OpenCL' (<https://www.khronos.org/opencl/resources>), 'CUDA' (<https://docs.nvidia.com/cuda/>), and 'Metal' (<https://developer.apple.com/documentation/metal>).
